Albania Ranks 9th Globally in Cybersecurity According to NCSI 2026

Albania has achieved another significant milestone in the field of cybersecurity, ranking 9th in the world according to the National Cyber Security Index (NCSI), with a score of 92.5 points.

This position represents a notable improvement compared to previous years, reflecting steady progress from 54th place in 2023 and 15th place in 2025, placing Albania among the most advanced countries globally in this field.

The NCSI assessment is based on the evaluation of national capacities for managing cyber risks, including the legal and policy framework, protection of essential services, cyber incident management, as well as capacity building and international cooperation. Albania’s score reflects the fulfillment of a wide range of indicators related to institutional organization, incident response, and preventive measures at the national level.

During this period, the responsible structures of the National Cyber Security Authority have successfully managed a series of cyber incidents and threats, strengthening capacities for identification, analysis, and real-time response. The experience gained from these cases has directly contributed to improving defense mechanisms and increasing the resilience of information systems at the national level.

According to the report, Albania is recognized for its progress in strengthening cybersecurity structures, developing national policies and strategies, and enhancing coordination and response mechanisms to threats in the digital space.

This ranking confirms Albania’s advancement in building a resilient cybersecurity system and its alignment with international standards and best practices in the field.

What is NCSI?

The National Cyber Security Index (NCSI) is an international index that measures countries’ preparedness to prevent cyber threats and manage cyber incidents. It is developed by the E-Governance Academy (EGA) in Estonia, a globally recognized organization for its expertise in digital governance and cybersecurity.

The index covers 112 countries and evaluates over 40 indicators, including: the legal and institutional framework, protection of critical services and personal data, incident response and crisis management capacities, as well as international cooperation.
